The project consists of an auditing activity of the Umbria Region Multi-Risk Functional Centre and the Regional Civil Protection Operations Room, addressed to the bodies responsible for forecasting, monitoring and warning functions related to natural hazards, with particular reference to hydrogeological and hydraulic risks.
The analysis is aimed at verifying compliance with the regulatory framework, as well as the existence, quality and observance of the procedures and operational practices adopted by the organisation, also through comparison with the good practices of other centres of the same level.
The auditing process is structured into successive and interrelated phases, designed to examine and clarify the legal responsibilities of the operators who, at different levels, are responsible for forecasting, surveillance and communication of critical situations arising from natural and anthropogenic hazards within the Umbria Region warning system.
GOALS AND EXPECTED RESULTS
The analysis activities aim to objectively and scientifically assess the legal and reputational risk exposure of the organisation undergoing the audit, through close collaboration with the auditor.
The assessment of potential procedural and operational criticalities concludes with the definition, by CIMA Research Foundation, of specific actions for Further Assessment in the case of minor criticalities, Strengthening/Improvement for medium-level criticalities, and Mitigation and Response for major criticalities.
The comparative analysis between the mapping of risk areas and their corresponding weighting makes it possible to identify procedural, operational and organisational aspects requiring targeted interventions. Based on these findings, proposals are developed to improve the efficiency of the processes involved while, at the same time, reducing their vulnerability.
CIMA RESEARCH FOUNDATION’S CONTRIBUTION
CIMA Research Foundation carries out the auditing activity, verifying compliance with the regulatory framework and adherence to operational practices against recognised sector good practices.
Specifically, it prepares the context analysis to define the organisation’s institutional framework and identifies the expected conduct, namely the standard procedural benchmarks compliant with the regulatory framework. It then performs the risk mapping and risk assessment, the latter being carried out through anonymous questionnaires administered to staff in order to ensure the highest possible level of objectivity.
At the end of the process, CIMA Research Foundation proposes the structural strengthening and mitigation actions required to reduce the identified vulnerabilities and protect the organisation from legal and reputational risks.
