Building Disaster Resilience in Niger

Funded by UNDRR and with support from the Italian Government, the Building Disaster Resilience in Niger project had the general objective of improving risk understanding in Niger. The project was led by CIMA Research Foundation and carried out in collaboration with the African Risk Capacity Group (ARC) and Université Abdou Moumouni (UAM).

How does the project work?

The project focuses on increasing the involvement of local stakeholders and beneficiaries in the production and use of risk information. Stakeholder engagement will take place since the early phases of the project. CIMA Research Foundation’s and ARC’s previous work experience in the development of risk profiles will be leveraged for the development of an updated and detailed flood and drought risk profile for Niger.

The main objectives of the project are:

  • Improve the availability and use of risk information at national and subnational scale
  • Support the use of risk profiles for Early Warning System by deriving expected potential impacts that can be used to take timely actions from national to local level, with a multisectoral approach and including food security dimension
  • Develop potential social and economic applications of the risk profiles, with special focus on anticipatory action for food security, starting with understanding of future climate impacts and their implications for national development scenarios

The proposed activities will enhance coordination among various actors, including the Ministry of Humanitarian Action and Disaster Risk Management, the Early Warning Cell, food security structures, humanitarian response stakeholders and representatives of the Ministry for Planning, Regional and Community Development. The project has led to:

  • Contextualization of the regional risk assessment, scoping and planning
  • Co-design the national flood and drought risk assessment methodology
  • Development of the national flood and drought risk profile
  • Application of the Niger national risk assessment
  • • Support for the coordination of national early warning and action system (EWS) stakeholders with the continental EWS programme, the African Multi-hazard Early Warning and Action System for the Disaster Risk Reduction programme (AMHEWAS for DRR)

CIMA Research Foundation’s contribution

CIMA Research Foundation led the project, working in collaboration with the African Risk Capacity Group (ARC). In particular, we guided the tasks related to the EWS requirements and defined stakeholder engagement, considering their roles and the project’s objectives.

CIMA Research Foundation has mapped all the previous risk initiatives deriving methods used and results obtained and harmonized process of the methodology definition for the risk profile, through consultation with national and international stakeholders.

In order to realize the national risk profile for floods and droughts, we have developed a hazard, vulnerability and exposure assessment. Moreover, in order to support the integration of risk profile in decision making processes, we have made sure to facilitate the understanding of the main risk profile results.
