The PPRD EAST 3 Programme, funded by DG ECHO, is aimed at strengthening risk resilience in the Eastern region, including Ukraine, Moldova, Armenia, Georgia and Azerbaijan. It represents the second phase of the PPRD EAST 2 program, which ended in 2019.
The program, began in October 2020 and ended in October 2024, has three specific objectives. First, it aims to increase the disaster prevention and response capabilities of the various countries involved, working on emergency planning and strengthening Early Warning Systems. Then, it aims to strengthen the connections between institutional stakeholders, civil society and scientific world, promoting an inclusive approach to risk prevention. Finally, PPRD East 3 aims to improve regional coordination and institutional and operational cooperation between the European Civil Protection Mechanism and the Eastern Neighbourhood Countries. In order to achieve these objectives, the program is mainly based on the ownership of the involved countries, on development and enhancement of existing capacities and on the coordination of all stakeholders. In addition, it can make use of what has already been achieved with the previous phases 1 and 2.
The project also studies planning approaches that include concrete responses to current (COVID-19) but especially future pandemic scenarios, thus strengthening the capabilities of the civil protection and institutions concerned.
In the framework of PPRD East 3, CIMA Research Foundation is focused in particular on the development of capabilities in terms of strengthening Early warning Systems, risk analysis and loss data collection.
