Started in 2020 and scheduled to end in April 2023, the Flagship Report on Disaster and Climate Change Infrastructure project aims to produce a periodic high-level report dedicated to global infrastructure resilience and criticality, which can be supportive and focus attention on risks by policy and research community as well as policy makers.

The project is led by the Coalition for Disaster Resilient Infrastructure (CDRI), a group established with the goal of promoting the rapid development of resilient infrastructure to meet the imperatives of the Sustainable Development Goals. It has five main chapters, or pillars: developing a risk model; developing the Global Infrastructure Resilience Index; promoting pathways for scaling up nature-based solutions for disaster-resilient infrastructure; monitoring progress on global goals and targets; and promoting and supporting the financing of disaster- and climate-resilient infrastructure.

CIMA Research Foundation is primarily responsible for the first pillar, which is the implementation of the first fully probabilistic risk assessment for critical infrastructure) at the global level. This assessment, which provides planning and investment support, aims to quantify resilience in key infrastructure sectors such as energy, transportation, telecommunications and water, as well as in social infrastructure such as education and health. It will also estimate the risk for tropical cyclones, floods, droughts, landslides, earthquakes, and tsunamis, taking into account different climate change scenarios and the capacity of countries to manage and reduce the risks they face.
