Djibouti Multi-Risk Profile & EWS

The project supports the development of a national multi-hazard profile for Djibouti and the design of a conventional and impact-based early warning system. It combines hazard, exposure, and vulnerability analyses with participatory consultations and technical validation to identify priority risks, support informed decision-making, and strengthen institutional preparedness. The project also integrates economic, spatial, and sectoral information into a multi-risk atlas, providing a solid technical foundation for the development of future operational warning and response mechanisms. The initiative is being developed by a consortium led by the CIMA Research Foundation, with contributions from the GEM Foundation and a team of consultants comprising Dr. Keith Williges, an expert economist, and local consultants specializing in agriculture and fisheries, Dr. Abdo Alawa Isse and Dr. Sougueh Cheik.

GOALS AND EXPECTED RESULTS

The project aims to produce a coherent and operational multi-risk knowledge base for Djibouti. Expected outcomes include:

  • a validated multi-risk methodology;
  • sectoral vulnerability and exposure assessments;
  • a national multi-risk atlas;
  • validated risk indicators and scenarios for early warning;
  • a sustainability roadmap linking risk information to institutional planning, public investment, and emergency preparedness.

Training activities and workshops are also planned to strengthen collaboration among national institutions and improve the use of risk information in decision-making.

CIMA RESEARCH FOUNDATION’S CONTRIBUTION

CIMA Research Foundation is responsible for the technical coordination and overall methodological development of the project. In this context, it supports the design of the data inventory and the multi-risk framework—which includes both probabilistic and deterministic assessments—ensuring adequate integration of hazard, exposure, vulnerability, and economic analyses for Djibouti at the national and subnational levels. CIMA also oversees the digital production and design of the printed version of the multi-risk atlas, the validation of indicators and scenarios for the early warning system, the organization of consultations and workshops, as well as the drafting of the final technical outputs, including the sustainability and maintenance plan.
