Funded by the Directorate-General for Civil Protection and European Humanitarian Aid Operations (DG ECHO), the BORIS project is dedicated to the development of a shared methodology for cross-border risk management.
The project
Lasting two years (January 2021-December 2022), BORIS focused specifically on seismic and flood risk. The Eastern Alps, including the Italian-Slovenian-Austrian borders, as well as the southeastern European region, are characterized by strong seismicity and hydro-meteorological risks. In order to establish coordinated cross-border approaches to assessing and communicating these risks, a framework of the methodologies of the countries involved (Italy, Slovenia, Austria, Turkey, and Montenegro) was first outlined within the project, based on which a shared methodology for single and multi-hazard risk assessment was developed, which will enable the assessment of the expected consequences for individual natural hazards and the comparison and classification of multi-hazard impacts in cross-border regions. The strategy was tested in in two cross-border pilot areas: the Isonzo river basin, on the border between Italy and Slovenia, and the Mura river basin, on the border between Austria and Slovenia.
The project also planned to develop an ad hoc platform for single and multi-hazard risk assessment and representation, so as to facilitate the storage and updating of data, models and documentation, the representation of damage and impact data with a harmonized approach based on common metrics, and the visualization and sharing of results for effectively agreed and shared cross-border risk assessment.
Results

- Implementation of an IT platform that allows the visualization of data and project elaborations results
CIMA Research Foundation’s contribution
As part of the project, CIMA Research Foundation, as a member of the Italian Center for Risk Reduction Research (CI3R), has been particularly dedicated to the issue of flood risk in the transboundary area. This was done both through the collection and standardization of data and risk assessment plans already present in the project areas, and through the definition and application in pilot sites of a shared methodology for multi-risk assessment.
