Sustainable Energy and Climate Action Plan of the Municipality of Genoa

Between September and December 2020, CIMA Research Foundation collaborated in the drafting of the Sustainable Energy and Climate Action Plan (SECAP) of the City of Genoa, in the framework of the Covenant of Mayors for Climate and Energy (CoM).

The assignment has been entrusted to CIMA Research Foundation by Infrastrutture Recupero Energia – Agenzia Regionale Ligure (IRE). Among the objectives of the plan, in addition to the reduction of greenhouse gas emissions and the integration of renewable energy, there is the commitment by the Municipality of Genoa to implement actions for adaptation to climate change.

For the drafting of the indications, the simplified methodology called indicator-based vulnerability assessment defined by the JRC within the Guidelines for the Construction of SECAP has been used. In particular, after conducting a vulnerability analysis in relation to three climate hazards (extreme rainfall, extreme heat and forest fires), the sectors most affected by these phenomena have been identified, also defining indicators to quantify the future impacts on these sectors as a result of climate change.

The process was carried out in collaboration and with the support of several offices of the Municipality of Genoa (Resilience Office and European projects, Civil Protection Office) and thanks to some bilateral meetings (with the offices of Public Green, Urban Planning, ENEL and the association of professional geologists).

At the end of this analysis, the adaptation actions (already included in projects within the municipal agenda) that the Municipality will undertake were mapped.
