Definition of the Climate Change Adaptation Strategy for Liguria Region

Between 2020 and 2022, CIMA Research Foundation provided scientific support for the implementation of the Regional Strategy for Adaptation to Climate Change (RSACC) of the Liguria Region, collaborating with the Architecture and Design Department of the University of Genoa and the Service Center for Western Liguria (CENVIS).

The project

The project was funded by the Ministry of Ecological Transition (now the Ministry of Environment and Energy Security) in the context of the implementation of the National Strategy for Sustainable Development. The objective was to support Liguria region in building the regional climate change adaptation strategy by identifying strategic and priority measures and areas of intervention.

Results

  • Review of existing studies and projects regarding current climate trends and the effects of climate change on the regional territory
  • Definition of climate change scenarios for the Liguria Region – 2038-2068 (subject of an Acknowledgement by the Regional Council, with DGR 850 of September 28, 2021)
  • Identification of the main risks generated by climate change on the territory of Liguria region, in collaboration with policy makers of the different policy areas
  • Definition of matrices linking risks-targets-adaptation measures specific to the regional territory

CIMA Research Foundation’s contribution

CIMA Research Foundation was specifically responsible for analyzing the state of the art of scientific information regarding climate change and adaptation policies already planned and/or implemented by region in regional planning or ad hoc projects. A review of existing climate scenarios for Regione Liguria was then conducted and a climate change scenario to 2038-68 was defined according to a RCP 8.5 at a resolution of 4 km. Officials and stakeholders within the regional administration were then involved in order to identify the main risks generated by climate change on sectors, identifying the main elements of vulnerability and adaptive capacity specific to the Ligurian context. Thanks to the interaction with the regional administration, it was then possible to define sector-specific matrices where to relate the risks generated or exacerbated by climate change, with related adaptation targets and measures. In addition, together with CENVIS, training paths were defined with the aim of increasing citizen awareness of climate change and related adaptation policies.
