PrevenzioneComune: the new platform to support Ligurian municipalities

In recent years, the Liguria Region has devoted significant effort to building a stable collaborative network with local territories, developing shared tools, and dedicated support pathways for managing climate change. Within this framework, a central role has been assigned to strengthening and training the Civil Protection system.

This effort has taken concrete shape in the new PrevenzioneComune platform, officially presented on 4 December 2025 and operational from 2026: a digital environment designed to facilitate the work of municipalities and ensure continuity with FormazioneComune, the programme already started in previous years.

The platform was created to support local authorities in drafting and updating municipal civil protection plans, defining risk scenarios, managing emergencies, and coordinating volunteer organisations, by providing practical tools and reliable data.

A fully integrated operational environment for risk management

PrevenzioneComune is intended as a platform supporting the activities and decision-making processes of municipalities. Its simple and intuitive interface will bring together several applications designed to assist all phases of civil protection: from defining reference scenarios to monitoring ongoing events, up to internal communication within the municipal system.

Among these tools, a prominent role is played by EPICO, dedicated to the full management of municipal planning in accordance with Decree No. 265 issued by the Head of Department on 29 January 2024, implementing the Directive of the President of the Council of Ministers dated 30 April 2021.

Regarding monitoring—particularly for hydrological and hydraulic risk—the platform will provide municipalities with targeted information and objective parameters based on the actual evolution of events, essential for deciding whether to activate operational phases. The portal will allow users to visualize both the sensors of the OMIRL network—Liguria’s regional reference—and the data from the local observational network, consisting of open-hardware precipitation gauges and hydrometers. Moreover, thanks to the Piccoli Bacini model developed by the Functional Meteorological Centre, it will be possible to integrate and interpret data with greater accuracy, even in the most complex or small-scale territorial settings.

A distinguishing feature of the platform is the digitalization of data: municipalities will be able to enter in a single workspace all the information required by national regulations and, at the same time, will have continuous access to a regional database already structured according to regulatory standards.

The event on 4 December, “The PrevenzioneComune Platform – an opportunity to work as a system”, provides a setting to officially present the platform and all its applications.

But it is much more than that: it is a moment of dialogue and collective growth, crowning the work carried out over the past years—a sharing of experiences, visions, and best practices, to celebrate achieved results and identify together the next steps.
