The Italian National Department of Civil Protection has decided to implement the provisions of the Code (DLsg 1/2018), which provides in Article 8 the activation of an Observatory on good practices in civil protection activities. As part of the Civil Protection Week, the Department, in collaboration with CIMA Research Foundation, has therefore organized a day of involvement of the Regions and representatives of the operational structures of the National System of Civil Protection (Sistema Nazionale di Protezione Civile, SNPC) in order to define in a participatory way objectives and methods of implementation of the Observatory.
The working day will take place Tuesday, October 12, 2021 from 9.00 to 16.00 approximately, at the headquarters of the Department in Via Vitorchiano (Rome).
The day will include the organization of thematic tables of discussion that will focus on three themes:
1. What is a good practice of civil protection
2. Methods of collection and evaluation of good practices
3. Objectives of the Observatory
The discussion is stimulated starting from the proposal of some ideas that, starting from the experiential element of each of the participants, allow to understand what the interlocutors consider good practice, what criteria that led to judge it “good” and how it is possible to put these practices to the common factor of the system to replicate them in other contexts.
CIMA Research Foundation, as part of the activities of the Agreement 2019-2021 with the Civil Protection Department, has been carrying out for a few years now a research activity aimed at collecting good governance practices related to administrative procedures aimed at mitigating hydrogeological and hydraulic risk in terms of civil protection and in which citizen participation becomes the key figure. During the last year we have tried to provide a methodological framework to support the department in the formal start-up of the Observatory.
The Observatory will be able to constitute an important tool for the SNPC to promote and coordinate good practices and define a path to transform these good practices into new norms of the system.
