PROTERINA-DUE was developed under the framework of Interreg funds for European Territorial Cooperation (ETC) between Italy and France – Interreg Maritime/Marittimo between 2007-2013. The project mainly affects the issue of spatial and emergency planning and programming regarding flood and forest fire risk; special emphasis was given to the creation of resilient communities.
The project focused on territorial and emergency planning regarding floods and forest fires risk, and on the reinforcement of community’s resilience. Main goals of the project were: i) to strengthen the observation networks of the Regions involved, in order to reduce the uncertainty margin in the warnings delivered to the population; ii) to improve the information sharing between the institutions and the territory, in order to increase citizen’s awareness and to promote self-protection behaviours. Meetings have been organized with the active participation of municipalities, prefectures and the Regions to discuss about emergency planning and the existing alert systems.
A further work has been done with the administration of the Municipality of Quiliano (Savona) dedicated at updating its emergency plan with the contribution of the population. For this purpose, three participative focus groups have been organized and resulted in the design of a risk scenario through which it was possible to tackle issues and identify actions to be implemented in case of an extreme event.
A six-day training course on emergency planning was held at the Pian dei Corsi Forest Nursery targeted at 20 municipalities, some of which decided to emulate the experience of Quiliano. A final joint exercise has been organized among the municipalities of Quiliano, Vado Ligure (Savona) and Arenzano (Genoa) in three different areas, simulating the involvement of multi-municipalities.
